The real question for revolutions is not arms, but how many people want change. There have been uprisings where the state military refused to fire on rebels. In some cases there's an ethic component - the rebels belong to a different group that the government troops. Many variables. But if the rebels are a small minority and not supported by a majority of the nation, they will lose, regardless of what weapons they might have.

That's what happened with the American Revolution. France stepped in with weapons, training, troops and a navy. Without France, the revolution would have failed.

True. But it turned out that the local militias who began the war with sniping were next to useless when it came to actual combat. They tended to fire one shot and then run away. Once the rebels had some trained soldiers, the generals began putting the militia troops in the front of the trained troops, so it would be more difficult for them to run. The generals also put militias in front of rivers or other barriers, so they had no escape routes. It was the only way to get them to fight.
Yes, they started the rebellion, but didn't do much in the way of fighting until they were trained, got cannons, etc.

Of course you need weapons in warfare.
But warfare is only the clumsiest and riskiest methods of resistance, and also the one least likely to succeed if you don't have an army.
