This type of weaponry is not new, although it hasn't been deployed very much. Major powers, including the U.S., have been researching and testing them for some time. Do web searches for "electromagnetic weapons" and "directed energy weapons."
Is being hit by a burst of energy any worse than being hit by a bullet? Is having your plane shot down by an energy weapon any different than having it shot down by a missile or artillery fire?

You bet I would rather be killed outright by a bullet than to have my brain scrambled or worse. Anyway, it's good to know that human beings are getting so advanced in the many more ways to kill each other.
