Yes. God helps those who helps themselves and others. God does his work through people. That's one thing that is most misunderstood by both believers and non-believers.

I'm recalling an old joke about a man trapped in his house during a flood. The water is right up to his front door when a boat comes by and offers him a ride to safety. "No, thank you," he says, "the Lord will provide." A while later, when the water is up to the second floor, another boat offers him a ride, but again he declines saying "The Lord will provide." Later still, when the whole house is under water and he's standing on the roof, a helicopter offers him a ride, but he waves them off saying, once again, that "the Lord will provide." So, naturally, he drowns in the flood, and when he gets to heaven he asks God why he didn't help. And God says, "What do you want from me, I sent you two boats and a helicopter."
