I'm guessing this is CGI, but am not an expert. How does this car seemingly come out of nowhere?

Yeah... that's happened to me a couple of times. The car doesn't come out of nowhere, it's just hidden from view by the car in front. It's moving at just the right speed to stay hidden until it turns. The camera has a blind spot.
The same thing has happened to me when I've been driving. The front corner of my Mercedes is quite wide - the section between the front window (windscreen) and the front side window - and sometimes, when I'm turning left, there's a blind spot preventing me from seeing a pedestrian crossing the road. I don't see them until I'm right on top of them, and then they appear to materialize out of nowhere. It happens because they're crossing the road at just the right speed to be hidden by that front section between the windows (I don't know what that's called). As the car turns, the blind spot follows them. This video is kind of the same thing, but in this case the oncoming car is hidden by the car in front.

Remind me to stop crossing the street when cars have the left turn. That might explain the several times I've had to scream at drivers to stop before hitting me. And believe me, I'm not one to dawddle crossing the street anywhere. Scary stuff.

Well, low resolution camera, bad lighting, lousy weather -- you need to view this frame by frame in full screen mode to have any chance of analyzing what MIGHT have happened. "Might" because whatever did happen was not caught on camera, at least not on this camera.
The camera is following a car with "333" on the license plate. Before 333 starts moving you can see the oncoming traffic waiting across the intersection. From left to right there is a car, a white truck, an EMPTY LANE, and a tram.
Note that the side of the white truck and the car behind it are not lit up by headlights from cars coming up behind them in the empty lane, although you can see some other cars moving behind them.
When the traffic light, visible just above the driver's position in 333, changes to green, 333 starts moving and begins to turn left. A car to its right, previously unseen because it is off camera, also turns left, but goes faster will pull ahead of 333.
Just before 333 blocks the camera's view of the white truck and the car behind it, the sides of the truck and the car are lit up be headlights coming from behind them in the empty lane. This is (guessing here) the oncoming "ghost car."
At this point, the car to 333's right pulls ahead of 333 and the camera's view of the oncoming traffic lanes is completely blocked, so you really can not see what is happening. But there is enough time for the ghost car to have come across the intersection while the camera's view was blocked.
A few frames later in the video, 333's brake lights come on. You can see what appears to be the last couple inches of the ghost car sticking out from behind the right rear corner of 333 for 2 or 3 frames, then the ghost comes out front in front of 333.

The hidden car comes from the opposite junction. You can see it, clearly going too fast for a car approaching traffic lights, at around 0.07. If you put your cursor on it and follow its direction and speed, you will see that it ends up behind - and hidden by - the car it emerges from behind. No CGI, no ghost car. Just a blind spot and a reckless driver trying to make it through the lights.

They drive on the right side of the road in Russia? I thought we were the only ones that did that?

They're supposed to drive on the right. In practice they drive on whichever side they can get away with. Members of the government (and their families and friends) have special privileges on Russian roads. They can drive through red lights, drive on the hard shoulder etc. There are even special traffic lanes for the elite, so that they don't get stuck in jams. Many of them carry a flashing blue light that they can stick on the top of their car, letting other drivers know that they are "VIPs". Other drivers must then pull over to allow them to pass.

Thanks guys. Yes, I see now and I think you're both right. Which means the 'ghost' car ran a stop-light. Not cool!
