This should be easy to verify or falsify. There are plenty of places in the world, like Vietnam or Ethiopia, where war or starvation (or both) lasted for several decades. And now there are people who were children who grew up in those environments and now have kids of their own. So did the autism rate rise in those people?
Of course, there are also all the other possible autism causes to exclude - not an easy task.
